STAR 4 rating is the highest level awarded, and is based upon nationally recognized standards for staff education and professional development, early learning environment, partnerships with family and community, and leadership and management.

Child care centers enroll in the STARS program voluntarily and progress from STAR 1 to STAR 4 ratings as they improve quality of care and education. Keystone STARS is part of the Early Learning Keys to Quality Initiative, which was developed by the Office of Child Development and Early Learning to ensure all Pennsylvania families have access to high-quality early childhood education that foster children’s success in school and life.
